As a principal at Siegel, Moreno & Stettler, Steven M. Siegel, Esq. has handled a wide range of insurance defense matters at the state and federal level, as well as ADA and fraud. He has especially been effective in dealing with the medical mill phenomena in the workers’ compensation community. His persistence in discovery and a simplified method of handling lien negotiations have provided so successful that he has given numerous seminars in the area. This expertise also goes hand in hand and extends into insurance fraud defense issues.


The firm of Siegel, Moreno & Kramer, subsequently named Siegel, Moreno & Stettler, was founded to provide greater specialization in defending employment related claims.

Professional Memberships and Honors


Mr. Siegel is a past president of the San Diego Workers’ Compensation Defense Attorneys Association, has been a pro tem judge, an arbitrator in general liability and workers’ compensation matters, a lecturer, taught trial practice, is a present member of the San Diego Defense Attorneys Association, and the Insurance Adjustors Association. He is a member of the San Diego County Bar Association and Workers’ Compensation Section of the CEB.




Mr. Siegel, a longtime resident of San Diego, attended United States International University on an athletic scholarship, graduating in 1973 with a B.A. in Business Administration. Foregoing a professional sports career, he entered the California Western School of Law, graduating in 1976. While at California Western School of Law, Mr. Siegel developed expertise in trial practice. He also gained valuable experience working for the City Attorney’s Office in the prosecution of consumer fraud matters. It was at this point Mr. Siegel developed an interest in fraudulent claims.


After finishing his internship with the City Attorney’s Office, he went to work for the County auditing the court appointed attorney system uncovering questionable billing practices.Following graduation from law school, in 1976 he commenced his practice with Mission Insurance Company as house counsel. He started the Mission Insurance Company’s subrogation department, handling general liability and workers’ compensation matters throughout Los Angeles. He was also instrumental in building the house counsel operation for Mission Insurance Company.


Despite enjoying success with Mission Insurance Company, Mr. Siegel severely missed San Diego and returned to his home town working in general business litigation. He tried a number of cases involving personal injury, workers’ compensation and real estate litigation. In 1983, he joined McCormick & Mitchell and became a full partner in 1986.


After joining McCormick & Mitchell, his practice focused on general liability, workers’ compensation and subrogation matters with an emphasis on fraud. He has tried actions before the Municipal Court, Superior Court and successfully argued Appellate matters.
